DC Department of Consumer and Regulatory Affairs Appoints Robert E. Harris as Head of Office
(Washington, DC) Department of Consumer and Regulatory Affairs (DCRA) Director Patrick Canavan, Psy. D., yesterday announced the appointment of Robert E. Harris to head DCRA's revitalized Office of Consumer Protection. "Robert Harris brings a strong background in consumer protection to DCRA," said Canavan. "His depth of experience and knowledge leads to the renewal of a strong and effective consumer protection program for District residents. We look forward to his innovative ideas and solutions."
Harris comes to DCRA as president of the North American Consumer Protection Investigators (NACPI). He has more than 22 years of law enforcement and investigative experience and most recently worked at the Virginia Department of Agriculture and Consumer Affairs, managing the General Investigations Unit in that agency's Office of Consumer Affairs. Before that, Harris was a uniformed major with the Richmond Redevelopment and Housing Authority where he spent eight years developing and running loss prevention programs for downtown Richmond properties, which were struggling to survive in the face of criminal activity. Harris' experience with multi-jurisdictional and multi-national investigations will be particularly valuable in his new role. He has led or been involved in specific investigations of Internet and telemarketing fraud, identity theft, pest control businesses, bogus business opportunities and pyramid schemes.
He is sought after nationally as a speaker and instructor for the business community, uniformed officers and fraud investigators. He is able to translate his knowledge and years of experience into easy-to-understand guidelines and tips for consumers. Harris is an official with the LifeSmarts program, an intensive consumer education program aimed at teens, sponsored by the National Consumers League. Harris graduated from Ferrum College in Ferrum, VA, with a Bachelor of Science in Public Affairs/Administration and Criminal Justice.
